SE RECONOCE COMO SIMBOLO PATRIO HISTORICO, LA "BANDERA NACIONAL DE LA LIBERTAD CIVIL" CREADA POR EL GENERAL MANUEL BELGRANO, HECHA BENDECIR Y ENTREGADA POR EL AL CABILDO DE JUJUY, EL 25 DE MAYO DE 1813, COMO GRATIFICACION POR LOS VALORES Y SACRIFICIOS COMPROMETIDOS POR LA POBLACION DE ESA JURISDICCION EN LA LUCHA POR LA EMANCIPACION. SE DEFINEN Y SE AJUSTAN CARACTERISTICAS, IMAGENES, PROPORCIONES, COLORES, MEDIDAS Y ACCESORIOS.
